Paul at the National Press Club in Washington DC giving a presentation at the National Association of Counties (NACO) Legislative Conference. Each year the representative presidents of each state association meet to lobby congressional leaders on matters affecting county government.
Paul was serving as the 2004 President of the California State Association of Counties. In this capacity he led the effort to abolish tax shifts from County Government to balance the California State Budget. This culminated in the historic passage of Proposition 1A which restricts future tax shifts from local government. The California voters passed Prop 1A with an overwhelming 82% approval.
Here Paul is explaining to his NACO colleagues how CSAC collaborated with the League of California Cities, the California Special Districts Association, Police, Sheriff and Fire Public Safety Personnel to from LOCAL—Leave Our Community Assets Local.
The campaign to pass Prop 1A was born through this LOCAL coalition.
